Palestinian Enterprise Revitalization Project (ENASH)

Management Consulting Services Co. (MCS) is one of the prime subcontractors for the Palestinian Enterprise Revitalization Project (PER).  The Project is implemented by Development Alternatives Inc., and is financed by the USAID.

 ENASH project is a USAID's response to the current crises in the private sector  in the West Bank and Gaza Strip.  The project targets medium-sized enterprises that get traditional bank financing.  It provides firm-level technical assistance, financial facilitation, and business development services. The technical assistance includes enterprise diagnostics; operational improvement; turnaround and crisis management; and managerial training in accounting, marketing, quality management, management information systems, financial planning, corporate governance, and operations improvement.  Financial facilitation brings enterprises to the "bankable" stage by making them attractive candidates for equity or loan financing and by assisting the enterprises after the financial transactions have been completed.

ENASH's goal is to revitalize the private sector.  It will invigorate economic growth and job creation by revitalizing and improving the performance and competitiveness of firms that have long term growth potential.

 Our role as MCS is to provide the following services within the project's activities:

 A..       Technical Assistance

 Technical assistance aims at improving client firm cash flow, sales, profitability, capacity utilization, and employment generation.  It covers the following areas:

  • Firm Diagnostic and Performance Planning.
  • Strategic and Business Planning.
  • Human Resource Management.
  • Marketing Management.
  • Financial Management.
  • Financial Restructuring.
  • Financial and Cost Accounting.
  • Investment Management.
  • Production and Quality Management.
  • Operation.
  • Pricing.
  • Promotion.
  • Packaging.
  • Distribution.
  • Market Access.
  • Raw Material and Inventory Management and Control.
  • Fixed Asset Management.  

B.         Consulting and Advisory Services

 

  • Conducting surveys and analyses of potential sources of financing to include local banks, foreign banks, regional banks, development banks, donor programs, investment funds, venture capital funds, and other sources.  For each source, determine potential amount of financing available, types of financing to be considered – working capital, capital equipment, etc., political pre conditions for providing financing, legal and regulatory (in the West Bank and Gaza) pre conditions for financing, firm level pre conditions for financing, e.g. audited financial statements, etc., and minimum interest rates and rates of return required by each source of financing.
  • Advising on the state of affairs among current and proposed investment funds and other innovative financing vehicles for supporting the financing needs of firms in the West Bank and Gaza.
  • Identifying additional venture funds that are willing and able to invest in, or finance, firms in the West Bank and Gaza. 
  • Assisting in structuring and establishing the mechanisms necessary to mobilize financing for firms in the West Bank and Gaza. 
  • Assisting in the development of a pipeline of bankable businesses to provide deal flow for investment funds and other prospective sources of financing.
  • Assisting firms prepare business plans, financing packages, and loan applications to submit to financial institution and potential investors.
  • Providing capacity building and training to financial institutions and other private sector organizations.
  • Assisting to develop and disseminate bankable standards.
  • Assisting firms implement financial management and accounting systems.
